You'll know the Instant Pot is under pressure when the float valve pops up and the hissing quiets down. In some cases, you'll hear hissing and see steam coming out of the Instant Pot. Finally, press "Start." The Instant Pot will then build up that pressure to High, maintain it for the set two minutes, and then stop.
